Abstract
Spatial planning is a mandatory regional government affair that aims to create a safe, comfortable, productive, and sustainable regional space. Law Number 23 of 2014 concerning Regional Government provides broader authority to regional governments to regulate and manage spatial planning autonomously. The implementation of this authority in Padang City still faces various problems, such as land conversion, weak control of spatial utilization, limited geospatial data, and less than optimal enforcement of sanctions for spatial planning violations. The problem formulations in this study are: 1). How is the implementation of the authority of the Padang City Regional Government in spatial planning? 2). What obstacles are faced in implementing this authority? 3). What efforts are made to overcome these obstacles? This type of research is sociological juridical (empirical). Data sources consist of primary data obtained through interviews with the Padang City PUPR Office and field studies, as well as secondary data in the form of primary and secondary legal materials. Data collection techniques were carried out through document studies and semi-structured interviews. Data analysis used a descriptive analytical qualitative approach. The results of the study are as follows: 1). The implementation of spatial planning authority in Padang City has been carried out through the preparation of RTRW and RDTR as well as licensing supervision, but it is not yet fully effective. 2). The main obstacles include limited capacity for accurate and integrated data, as well as low public awareness of spatial planning provisions. 3). Efforts made include improving cross-sector coordination, revising spatial planning regulations, and strengthening supervision.
