ANALYSIS OF FISHERMEN'S PERCEPTION OF MEASURED FISHING AT BUNGUS OCEAN FISHING PORT

ABSTRACT
Measured Fishing (PIT) is a fisheries resource management policy based on quotas and zoning, implemented by the Indonesian government to balance the utilization of fishery resources with the sustainability of marine ecosystems. This policy aims to control fishing exploitation levels and promote economic equity in coastal areas. This study focuses on analyzing fishermen’s perceptions of the implementation of the PIT policy at the Bungus Ocean Fishing Port (PPS Bungus).This research employs a descriptive method, with data collected through questionnaires and interviews involving 74 fishermen at PPS Bungus. Data analysis is conducted descriptively using the Likert scale to assess fishermen's perceptions of the policy. Meanwhile, the management strategy is analyzed using the SWOT method. The study results indicate that most fishermen consider factors such as fishing gear availability, fish stock abundance, fuel efficiency, and regulatory socialization in assessing their readiness for this policy. However, fishermen’s responses to PIT vary. Certain aspects, such as quota distribution, licensing systems, and government oversight, receive positive support, whereas obligations like transmitter installation and changes in the licensing system face resistance. These findings highlight the importance of a more participatory approach in implementing PIT by taking into account the socio-economic conditions of fishermen and enhancing policy socialization and technical support to ensure effective implementation. The most appropriate management strategy falls into the aggressive strategy category (Quadrant I), emphasizing stricter regulations to support the use of monitoring and surveillance technology in fisheries while strengthening policy socialization among fishermen. Through this approach, the PIT policy is expected to be implemented more effectively to ensure the sustainability of fishery resources at PPS Bungus.
