Relationship between Innovative Climate and Affective Commitment among Employees of Regional Office XII BKN Pekanbaru
Abstract
The Regional Office XII of the Badan Kepegawaian Negara (BKN) Pekanbaru, as a public sector institution, is required to continuously adapt and promote innovation in civil service management. This study aims to examine the effect of innovative climate on affective commitment, with job satisfaction and innovative behavior as mediating variables among employees of Regional Office XII BKN Pekanbaru. This research employed a quantitative approach using a census survey method involving 115 employees. Data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The findings reveal that innovative climate has a positive and significant effect on affective commitment. Furthermore, innovative climate positively and significantly influences job satisfaction and innovative behavior. Job satisfaction and innovative behavior also have positive and significant effects on affective commitment and mediate the relationship between innovative climate and affective commitment, indicating complementary mediation. These results suggest that employees’ affective commitment is not only directly shaped by their perception of an innovative organizational climate but also indirectly through psychological and behavioral mechanisms in the form of enhanced job satisfaction and innovative behavior. This study contributes empirically to the development of Social Exchange Theory (SET), Job Demands–Resources Model (JD-R), and Affective Events Theory (AET) within the context of public sector organizations in Indonesia and offers practical implications for strengthening innovation-oriented culture and human resource management strategies in the bureaucratic environment.
