PERANCANGAN KANTOR DINAS PEKERJAAN UMUM DAN TATA RUANG (PUTR) DENGAN PENDEKATAN OPEN WORK PLAN OFFICE- PERENCANAAN PUSAT PEMERINTAHAN KAB.AGAM TUO, DI KEC. IV KOTO

ABSTRAK
Kabupaten Agam, yang berada di Provinsi Sumatera Barat dengan luas wilayah 2.264,89 km² dan jumlah penduduk mencapai 524.829 jiwa pada tahun 2021, menghadapi kendala dalam pelayanan administrasi akibat jauhnya jarak antara wilayah-wilayah tertentu dan pusat pemerintahan di Lubuk Basung. Kondisi ini memunculkan wacana pemekaran wilayah yang mendapat dukungan dari DPRD Provinsi Sumatera Barat, dengan rencana pembentukan Daerah Otonomi Baru (DOB) bernama Kabupaten Agam Tuo. DOB ini dirancang mencakup 10 kecamatan dan 54 nagari, dengan pusat pemerintahan di Kecamatan IV Koto.
Dalam rangka mendukung operasional pemerintahan DOB, diperlukan fasilitas kelembagaan yang memadai, termasuk kantor Dinas Pekerjaan Umum dan Tata Ruang (PUTR) sebagai instansi kunci dalam pembangunan infrastruktur. Namun, kondisi fisik dan tata ruang kantor PUTR Kabupaten Agam saat ini belum memenuhi standar pelayanan optimal. Beberapa permasalahan yang ditemukan meliputi area lobi yang kurang nyaman, alur sirkulasi ruang yang tidak efisien, minimnya akses informasi proyek kepada publik, serta penataan ruang kerja yang tidak terorganisir.
Evaluasi terhadap kondisi tersebut menjadi krusial untuk meningkatkan kualitas pelayanan publik yang berkeadilan dan merata, sebagaimana diamanatkan dalam Undang-Undang No. 43 Tahun 1999 tentang Pokok-Pokok Kepegawaian dan Peraturan Pemerintah No. 78 Tahun 2007. Metode yang digunakan pada penelitian ini ialah menggunakan metode kualitatif. Berdasarkan latar belakang tersebut, penelitian ini bertujuan untuk merancang dan mengembangkan konsep desain kantor Dinas PUTR dengan pendekatan open work plan office. Diharapkan, desain baru ini mampu menciptakan ruang kerja yang transparan, informatif, dan mendukung intensitas pelayanan kepada masyarakat, khususnya dalam konteks pembangunan Kabupaten Agam Tuo sebagai DOB.

ABSTRACT
Agam Regency, which is located in West Sumatra Province with an area of 2,264,89 km² and a population of 524,829 people in 2021, faces obstacles in administrative services due to the long distance between certain areas and the center of government in Lubuk Basung. This condition gave rise to the discourse of territorial development which received support from the West Sumatra Provincial DPRD, with a plan to establish a New Autonomous Region (DOB) named Agam Tuo Regency. This DOB is designed to cover 10 sub-districts and 54 nagari, with the government center in IV Koto District.

In order to support the operation of the DOB government, adequate institutional facilities are needed, including the Office of the Public Works and Spatial Planning (PUTR) as a key agency in infrastructure development. However, the physical condition and layout of the PUTR Agam Regency office currently does not meet the optimal service standards. Some of the problems found include an uncomfortable lobby area, inefficient space circulation, lack of access to project information to the public, and disorganized workspace arrangement.

Evaluation of these conditions is crucial to improving the quality of public services that are fair and equitable, as mandated in Law No. 43 of 1999 concerning Personnel Principles and Government Regulations No. 78 Year 2007. The method used in this research is using a qualitative method. Based on this background, this research aims to design and develop the design concept of the PUTR Office with an open work plan office approach. It is hoped that this new design will be able to create a transparent, informative workspace, and support the intensity of services to the community, especially in the context of the development of Agam Tuo Regency as a DOB.
