Abstract

ABSTRAK
Proses pemekaran Kabupaten Agam menjadi Daerah Otonomi Baru (DOB) Agam Tuo menimbulkan kebutuhan akan pusat pemerintahan baru yang mampu mewadahi aktivitas legislatif sekaligus menghadirkan pemerintahan representatif. Salah satu fasilitas utama yang dibutuhkan adalah Kantor Dewan Perwakilan Rakyat Daerah (DPRD) yang berfungsi sebagai lembaga perwakilan rakyat sekaligus pusat pelayanan masyarakat. Penelitian ini menggunakan metode kualitatif melalui observasi lapangan, studi pustaka, dan analisis tapak untuk merumuskan rancangan. Konsep yang diterapkan adalah Comfortable Parliament, yaitu pendekatan desain yang menekankan kenyamanan fungsional, psikologis, inklusivitas, serta identitas budaya. Hasil perancangan menunjukkan bahwa tata ruang kantor DPRD dapat diatur secara seimbang antara ruang publik, semi-publik, dan privat, sehingga mendukung transparansi, keamanan, dan interaksi masyarakat. Rancangan juga dilengkapi sarana representatif serta melibatkan unsur-unsur lokal Minangkabau pada fasad dan interior. Dengan demikian, desain kantor DPRD DOB Agam Tuo idak hanya menjadi wadah kerja legislatif, tetapi juga simbol demokrasi daerah yang inklusif, produktif, dan berakar pada budaya lokal.

ABSTRACT
The establishment of Agam Regency as a New Autonomous Region (DOB) known as Agam Tuo has created an urgent need for a new governmental center that adequately accommodates legislative functions and embodies representative governance. A key facility within this development is the Regional House of Representatives (DPRD) office, which is intended to function simultaneously as a legislative institution and as a public service hub. This study adopts a qualitative approach, employing field observations, literature review, and site analysis as the primary methods of inquiry. The design is guided by the Comfortable Parliament concept, which emphasizes functional efficiency, psychological comfort, inclusivity, and the integration of cultural identity. The findings indicate that the DPRD office can be spatially organized to achieve a balance between public, semi-public, and private areas, thereby enhancing transparency, security, and community engagement. Furthermore, the design incorporates representative facilities and integrates Minangkabau cultural elements within both the façade and the interior. Consequently, the proposed DPRD office is not only as a legislative workspace but also as a symbolic manifestation of regional democracy that is inclusive, sustainable, and firmly rooted in local cultural values.
