Abstract

Human Rights (HAM) are rights inherent in humans since birth and must be protected and respected. The Universal Declaration of Human Rights (UDHR) 1948 was created with the aim of protecting and respecting the rights of every human being on earth. Although regulations on the protection of Human Rights have been ratified, there are still many human rights violations in the world, especially those that occur against ethnic groups, such as the Uighur ethnic group. The Uighur ethnic group is an ethnic minority who are victims of human rights violations in China, which directly places this case under the protection mandate of the UNHCR (United Nations High Commissioner for Refugees). Problem formulation: 1) How are human rights regulations according to UNHCR? 2) What form of human rights protection does UNHCR provide for the Uighur ethnic group? The research method used is normative juridical with secondary data sources consisting of primary and secondary legal materials. Data collection techniques through documentation studies, data analysis, qualitatively. Research results: 1) UNHCR provides human rights protection regulations for Uighur ethnic refugees. 2) The UNHCR regulates the protection of all people without exception based on ethnicity. This rule is contained in Article 2 of the Universal Declaration of Human Rights, which states that every human being has the right to freedom and freedom regardless of physical appearance, organization, or ethnicity, and must not discriminate against the person's country of origin. However, China has committed human rights violations against the Uighur ethnic group in its country.
